CALL FOR TENDER: PROVISION OF ONLINE HALAL BASIC TRAINING MODULE FOR SMCCI’S MUSLIM-OWNED ENTERPRISE (MOE) CERTIFICATION

SMCCI invites qualified and experienced training providers to submit proposals for the provision of an asynchronous online Halal Basic Training module. This training is part of SMCCI’s broader efforts to uplift the standards and compliance of Muslim-Owned Enterprise (MOE) Certificate holders in the areas of halal knowledge and practices.

1.⁠ ⁠Introduction
SMCCI is seeking a training provider or consultancy firm to design and implement a self-paced, asynchronous Halal Basic Training programme delivered via a Learning Management System (LMS). The training aims to equip MOE applicants and certificate holders with core halal knowledge relevant to food preparation, handling, certification and compliance.

The online nature of the training ensures scalability, flexibility and ease of access, empowering entrepreneurs to meet halal requirements confidently and on their own schedule.

2.⁠ ⁠Scope of Services

The selected provider will be responsible for the following:

  • Develop an engaging Halal Basic Training course, delivered fully online through an LMS.
  • Incorporate multimedia content (videos, infographics, slides) to enhance learning.
  • Embed quizzes and assessments within each module, as well as a final test.
  • Issue certificates of completion for participants who pass the assessment.
  • Ensure the LMS platform allows SMCCI to add new modules upon request in future phases.
  • Provide administrative access and monthly learning reports to SMCCI.

Key topics to cover include:

  • Principles of Halal and Tayyib
  • Halal food preparation and storage practices
  • Common pitfalls and how to avoid non-compliance
  • Certification standards in Singapore and the region (e.g. MUIS, JAKIM)
  • Documentation and operational compliance for SMEs

3.⁠ ⁠Eligibility Criteria
Interested training providers must demonstrate:

  • Prior experience developing and hosting online training programmes
  • Subject matter expertise in halal certification and food industry standards
  • Familiarity with Singapore’s halal landscape and regulatory ecosystem
  • Capability to maintain and scale an LMS
  • Ability to support user queries and provide platform troubleshooting

4.⁠ ⁠Submission Requirements
All proposals must include:

  • Company profile and trainer credentials
  • Detailed outline of proposed modules and delivery approach
  • Access to demo or sample of online content (if available)
  • Certification and assessment methodology
  • Platform specifications and learner support mechanisms
  • Pricing structure (per user, per course, or LMS licensing model)

SMCCI invites interested vendors to submit their interest in the provision of services:

1.⁠ ⁠Introduction
The Singapore Malay Chamber of Commerce and Industry (SMCCI) is inviting proposals from qualified and experienced business consultancy firms to manage a business mission programme in conjunction with SMCCI’s planned participation at the Saudi International Halal Expo & Summit 2025, taking place from 2–3 December 2025 at the King Salman International Convention Center, Al-Madinah Al-Munawwarah.
This initiative forms part of SMCCI’s broader objective to serve as the halal gateway for Singaporean businesses, enabling members to explore halal market expansion opportunities across the Middle East and beyond. The mission will involve both product showcasing at the Expo and structured engagement with relevant stakeholders.

2.⁠ ⁠Scope of Services
The appointed consultant will be responsible for the following:

  • Curate a focused halal-centric business mission, aligning with the objectives and themes of the Saudi International Halal Expo & Summit 2025.
  • Coordinate with Expo organisers to secure booth space, product placement, and logistical arrangements for SMCCI and its participating members.
  • Arrange targeted engagement sessions with:
    * Relevant Saudi government agencies and regulatory authorities involved in the halal economy.
    * Corporate secretarial service providers to advise participants on legal, regulatory, and compliance requirements for market entry.
    * Key industry players, supermarkets, distributors, chambers of commerce and certification bodies.
  • ⁠Include mission leadership and secretariat support in the costing, ensuring professional on-ground coordination and administrative facilitation throughout the mission.
  • Provide end-to-end logistical coordination, including itinerary planning, accommodation guidance, ground transportation support, and language translation (as required).
  • Develop and submit a post-mission report capturing:
    * Engagement outcomes and key contacts established.
    * Assessment of member feedback and business leads generated.
    * Tangible business opportunities identified.
    * Recommendations for follow-up and strategic next steps.
  • Ensure the mission delivers impact-driven results, supporting measurable business growth and internationalisation efforts of participating members.

3.⁠ ⁠Eligibility Criteria
Interested consultancy firms must meet the following:
Proven experience in planning and executing international business missions, particularly in the Middle East or halal-focused markets.

  • Strong familiarity with the global halal landscape and regulatory frameworks.
  • ⁠Demonstrated capacity to engage government agencies and business enablers.
  • Multidisciplinary team with relevant qualifications, including knowledge in trade facilitation, compliance, and halal market development.
  • Capability to manage mission logistics, reporting, and bilingual communications (Arabic-speaking capability preferred).

4.⁠ ⁠Submission Requirements
All proposals must include:

  • Company profile and track record of similar engagements.
  • Proposed mission framework and approach.
  • Full cost breakdown, inclusive of mission leader and secretariat support.
  • Details of key personnel assigned to the project.
  • Case studies or references from at least two comparable assignments.
  • Timeline for pre-mission planning, execution, and post-mission reporting.

Proposals will be assessed based on:

2. Scope of Services

The selected caterer must be able to provide the following:

  • Halal Certified buffet for approximately 80 -100 guests

  • Basic table decor
  • On-site coordination and support staff on the event day

  • Delivery, setup, and clearance after the event

  • Flexibility to accommodate dietary restrictions and menu customisation

3. Eligibility Criteria

Interested cateres must:

  • Be a licensed F&B business in Singapore

  • Have a valid halal certification from MUIS or partner with a certified caterer

  • Have experience catering for corporate or business events

  • Demonstrate reliability, flexibility, and quality service

SMCCI invites interested vendors to submit their interest in the provision of services:

1. Introduction
The Singapore Malay Chamber of Commerce and Industry (SMCCI) is inviting proposals from qualified audit firms to provide audit services for the financial years 2025 to 2027. This engagement aims to ensure compliance with regulatory requirements and maintain transparency and accountability in our financial reporting.

2. Scope of Services
The selected audit firm will be required to:
-Conduct an annual statutory audit of SMCCI’s financial statements in accordance with Singapore Financial -Reporting Standards (SFRS) and other relevant regulations.
-Provide an independent auditor’s report for submission to regulatory authorities and stakeholders.
-Review and evaluate SMCCI’s financial controls and compliance with governance policies.
-Advise on financial best practices, risk management, and internal control improvements.
-Attend meetings (e.g., Audit Committee and Annual General Meeting) to present audit findings and recommendations.

3. Eligibility Criteria
Interested audit firms must meet the following requirements:
-Be a registered public accounting firm in Singapore with a valid license from the Accounting and Corporate Regulatory Authority (ACRA).
-Have relevant experience auditing non-profit organizations, chambers of commerce, or similar entities.
