INVITATION TO SUBMIT PROPOSAL: SELOKAL MARKETPLACE 2026

The Singapore Malay Chamber of Commerce & Industry (SMCCI) invites event organisers, marketplace operators, venue partners, training providers and relevant collaborators to submit proposals for potential marketplace and capability-building opportunities under Selokal Marketplace 2026.

Selokal is an SMCCI initiative aimed at creating accessible business opportunities for members and relevant businesses, particularly microbusinesses, home-based businesses, F&B operators, retail brands, lifestyle brands and other consumer-facing enterprises.

Through this invitation, SMCCI is seeking to appoint a suitable event organiser or marketplace operator as the main implementation partner for Selokal Marketplace 2026. The appointed partner should be able to offer a commercially viable and operationally ready proposal covering marketplace planning, marketing, vendor recruitment, capability-building, marketplace execution and post-event reporting.

Appointment of Main Implementation Partner

For this edition of Selokal Marketplace 2026, SMCCI intends to appoint a suitable event organiser or marketplace operator as the main implementation partner to manage the end-to-end planning and execution of the initiative.

The appointed partner should be able to support and manage key areas including, but not limited to:

  • Overall project planning and timeline management;
  • Marketplace concept development;
  • Venue sourcing and coordination, where applicable;
  • Vendor recruitment, onboarding and management;
  • Marketing and publicity for the marketplace activation;
  • Development and delivery of the marketplace preparation workshop or capability-building component;
  • Booth layout, vendor allocation and operational planning;
  • Event setup, on-site management and teardown;
  • Coordination of logistics, manpower, safety and compliance requirements;
  • Collection and management of vendor participation fees, where applicable;
  • Post-event reporting, including vendor participation, attendance, photos, feedback and outcomes; and
  • Any other operational matters required for the successful delivery of the marketplace activation.

SMCCI’s role is expected to focus on strategic oversight, member outreach support where appropriate, review of proposed member benefits, branding approval, and overall alignment with Selokal’s objectives.

Scope of Opportunities

SMCCI welcomes proposals for opportunities including, but not limited to:

  • Indoor or outdoor marketplaces;
  • Bazaars or pop-up events;
  • Retail activation spaces;
  • F&B-friendly marketplace platforms;
  • Lifestyle, retail or product showcase opportunities;
  • Community marketplace concepts;
  • Themed Selokal editions;
  • Member-exclusive or preferential vendor rates;
  • Referral, revenue-sharing or collaboration models;
  • Capability-building workshops, short courses, talks or vendor-readiness sessions linked to marketplace participation; and
  • Other business activation opportunities that may support SMCCI members and relevant businesses.

Capability-Building Component

Where applicable, proposals should include a capability-building component to support participating businesses before, during or after the marketplace activation.

This may include, but is not limited to:

  • Vendor-readiness workshops;
  • Product presentation or merchandising sessions;
  • Sales and customer engagement training;
  • Digital marketing or social media marketing sessions;
  • Pricing, packaging or branding workshops;
  • Food safety, compliance or operational readiness briefings;
  • Business talks or sharing sessions relevant to microbusinesses, F&B operators, retail brands and home-based businesses;
  • Post-event review or business improvement sessions.

The proposed capability-building component should support participating businesses in improving their market readiness, customer engagement, sales capability, brand visibility and overall commercial outcomes.

Indicative Upcoming Selokal Activities

SMCCI may consider proposals that support upcoming Selokal marketplace and capability-building activities, including but not limited to:

  • Marketplace Preparation Workshop: 4 November 2026, 10.00am to 5.00pm
  • Marketplace Activation / Event Period: 4 to 6 December 2026
  • Target Marketplace Scale: Approximately 20 to 40 booths/vendors

Proposal Requirements

Interested parties should include the following information in their submission:

  1. Company or organisation profile;
  2. UEN and contact details;
  3. Relevant experience in organising marketplaces, bazaars, events, vendor activations, training or capability-building programmes;
  4. Name and description of the proposed event, marketplace, activation or capability-building opportunity;
  5. Proposed date, duration and venue;
  6. Indoor or outdoor setup, where applicable;
  7. Expected footfall and target audience, where applicable;
  8. Proposed vendor or participant categories;
  9. Number of booths, spaces or participant slots available, with an indicative target of approximately 20 to 40 booths/vendors for the marketplace activation;
  10. Booth size, setup and operating hours, where applicable;
  11. Published vendor rates and proposed special rates for SMCCI members, where applicable;
  12. Proposed commercial arrangement, such as referral fee, commission, revenue share, training fee, management fee or other collaboration model;
  13. Payment flow, refund terms and cancellation terms;
  14. Whether any upfront cost, deposit, guarantee or minimum commitment is required from SMCCI;
  15. Roles and responsibilities of each party, including the extent to which the proposer will manage end-to-end planning, marketing, vendor recruitment, workshop delivery, vendor onboarding, payment collection, booth allocation, on-site operations, post-event reporting and other implementation requirements;
  16. Marketing, branding or publicity support available;
  17. Proposed course, workshop or capability-building outline, including learning objectives, trainer profile, duration, delivery format and expected outcomes, where applicable;
  18. Proposed reporting deliverables, including vendor list, attendance, photos, feedback, outcomes and post-event summary; and
  19. Any supporting documents, event deck, floor plan, training outline, past event references or past programme references.

Evaluation Considerations

Proposals will be assessed based on:

  • Member value;
  • Commercial viability;
  • Operational readiness;
  • Vendor suitability;
  • Capability-building relevance;
  • Ability to manage end-to-end implementation;
  • Marketing and publicity support;
  • Risk exposure to SMCCI;
  • Partner track record;
  • Proposed financial model; and
  • Alignment with SMCCI’s objectives.

SMCCI is not bound to accept the lowest-priced proposal or any proposal submitted.

The issuance of this invitation does not constitute a commitment by SMCCI to appoint any party or reimburse any cost incurred in preparing the submission.

Any collaboration will be subject to internal review, approval and execution of a written agreement, purchase order or written confirmation where required.

experienced companies, artistes and service providers to submit quotations for emcee
and/or performance services for the SMCCI 70th Anniversary & Awards Night 2026.
This milestone event will commemorate SMCCI’s 70 years of service to the business
community and recognise the achievements and contributions of outstanding
entrepreneurs, businesses and industry partners.
The Guest of Honour will be President Tharman Shanmugaratnam, President of the Republic of Singapore.

This supplementary Invitation to Quote covers only the following:
• Lot A: Emcee Services
• Lot B: Performance Services
A separate comedic performance has already been selected and is not part of this
procurement exercise.

Lot A: Emcee Services
The appointed emcee will be expected to:
1. Host the event professionally in accordance with the approved programme, script
and protocol;
2. Conduct the event primarily in English, with the ability to incorporate Malay where
appropriate;
3. Attend the required programme briefings, rehearsals, sound checks and technical
briefings;
4. Work closely with SMCCI, the appointed event organiser and the production team;
5. Manage transitions between speeches, award presentations, performances and
other programme segments;
6. Observe the appropriate protocol and decorum required for an event attended by
the President of the Republic of Singapore;
7. Review and familiarise themselves with the approved emcee script;
8. Respond professionally to reasonable programme adjustments during the event;
and
9. Remain available throughout the required rehearsal and event period.
The quotation must clearly indicate whether the following are included:
• Scriptwriting;
• Script refinement;
• Programme consultation;
• Rehearsal attendance;
• Sound-check attendance;
• Technical briefing attendance;
• Transport;
• Additional hours; and
• Overtime charges.

Lot B: Performance Services
SMCCI invites proposals for one additional performance service in the form of a cultural
presentation that reflects the significance of SMCCI’s 70th anniversary and the heritage of
the Malay/Muslim business community in Singapore.
The performance must be suitable for a formal corporate gala attended by senior
government representatives, business leaders, community partners and invited guests.

Suitable concepts may include:

• Traditional or contemporary Malay cultural performances;
• Malay musical or instrumental performances;
• Traditional or contemporary dance;
• Heritage-based theatrical or artistic presentations;
• Multidisciplinary cultural performances; or
• Other culturally relevant performance concepts appropriate for the occasion.
The appointed performer or group will be expected to:
1. Present a polished performance suitable for a formal anniversary gala and awards
ceremony;
2. Propose the performance concept, duration, repertoire and number of performers;
3. Explain how the proposed performance relates to SMCCI’s 70th anniversary or the
heritage of the Malay/Muslim business community;
4. Attend the required rehearsal, sound check and technical briefing;
5. Coordinate all staging, technical, lighting and audio-visual requirements with the
production team;
6. Ensure that all content, costumes, music and presentation materials are
appropriate for the event and audience;
7. Obtain all necessary permissions, licences and clearances for the performance
materials used;
8. Comply with the approved performance duration and programme requirements;
and
9. Inform SMCCI of any special requirements, exclusions or limitations at the point of
quotation.

The proposed performance should preferably be between 10 and 20 minutes, subject to final programme confirmation by SMCCI.

Quotation Requirements
Please include the following information in the submission:
1. Company, organisation or artiste profile;
2. Relevant experience in corporate, government, community or formal gala events;
3. Proposed emcee or performer profiles;
4. Description of the proposed emcee services or performance concept;
5. Proposed duration and number of segments;
6. Number of performers and support personnel, where applicable;
7. Breakdown of professional fees and all other charges;
8. Technical, staging, lighting, audio-visual and hospitality requirements;
9. Rehearsal, sound-check and technical-briefing requirements;
10.Availability on the event date and for the required rehearsals;
11.Overtime rates;
12.Cancellation and postponement terms;
13.Validity period of the quotation;
14. GST status and total amount inclusive of GST, where applicable; and
15. Links to relevant showreels, portfolios or recordings of previous events.

All costs must be clearly stated, including:
• Transport;
• Manpower;
• Equipment;
• Instruments;
• Costumes;
• Rehearsals;
• Technical support;
• Hospitality requirements; and
• Any other related expenses.

Any item not included in the quoted amount must be identified separately.

Evaluation Considerations
Submissions may be evaluated based on:
• Relevant experience and track record;
• Suitability for a formal anniversary gala;
• Quality and appropriateness of the proposed services or performance concept;
• Ability to meet protocol and programme requirements;
• Availability and operational readiness;
• Technical feasibility;
• Completeness of the quotation;
• Competitiveness and reasonableness of the proposed fees; and
• Overall value for money.
The lowest-priced quotation will not necessarily be selected.
SMCCI may seek clarification or further information from vendors during the evaluation process. Any clarification must not materially alter the original proposal unless SMCCI formally requests a revised submission.

SMCCI reserves the right to:

• Cancel, amend or discontinue the procurement exercise;
• Reject incomplete or non-compliant submissions; or
• Accept or reject any quotation without assigning any reason.
The issuance of this supplementary Invitation to Quote does not constitute a commitment
by SMCCI to appoint any vendor or reimburse any costs incurred in preparing a
submission.
Information received through this procurement exercise will be handled for the purpose of evaluating and administering the procurement.

The appointed performer or group will be expected to:

  • Present a performance suitable for a formal corporate gala and awards ceremony;
  • Propose the performance concept, duration, repertoire and number of performers;
  • Attend the required rehearsal, sound check and technical briefing;
  • Coordinate all technical and staging requirements with the production team;
  • Ensure that all performance materials and content are appropriate for the event and audience; and
  • Obtain the necessary permissions, licences and clearances for the performance materials used.
